The answer is more about integration. We sell project management software called Project Administrator. By using a database you can combine issues, risks, actions, variations, budget and expenditure, documents, roles and responsibilities and even the schedule. You avoid actions attached to Word document minutes, in Excel spreadsheets and even post it notes. They are all in one database related to one project.

You can also cut and dice the information to find, for example, what action items are overdue, or what risks are still outstanding, or what diary notes relate to a certain project.

You could run a company accounts from Excel spreadsheets but you would soon have an unwieldy mass of information that may be inconsistent, and not easily give you the answers you need. Good project management software will do all the hard work for you.

PHP would very likely be better, just because it's simpler and more flexible. JSP (and other Java solutions) are somewhat useful if you're doing a lot of integration with Java or XML. If you know any Python, Django is a great choice, and for Ruby there's Ruby on Rails.

JSP requires a lot more work to get started so it's not so well suited to small project. Actually, it's not particularly suited for a large project either -- a MVC framework like Struts would probably work better in that case, if you're dead set on using Java. For PHP, you'll probably want to use a templating system like Smarty for larger projects to keep the code and HTML separated.

AJAX is useful in moderation. The site should be designed so it's usable without AJAX or even Javascript.

If you are looking to make it yourself then search Google for various resources related to Oracle and VB - but be warned, you won't get "all the codings", only references and guides on how to write all the coding for yourself.
