I'm not sure exactly what you mean by "library management system": do you want to create a catalog of books? Software to manage circulation? Software to manage acquisitions?

If you're hoping to do it all, you may be underestimating the size of your project. The industry term for a product that does it all is "Integrated Library System" or ILS. When a library purchases an ILS, it generally issues an RFP (Request For Proposal) that specifies what the system should do. When the Library of Congress bought an ILS a few years ago, their RFP ran to almost 300 pages. Do a Google search for "Integrated Library System and RFP" and you'll get links to several RFPs. Look at a few of these to decide what you have the time & energy for.

There are open-source systems in production as well. The one gathering the most buzz right now is Koha (link in the Sources)

If you have specific ideas -- you wish your library's system would do this or that and you think you can do it better (you're probably right!) -- talk to the librarians at your library. Chances are someone on staff would love to talk about strengths & weaknesses of the library's system. From these conversations you could probably come up with a practical project that doesn't reinvent the wheel.

Talk to technical services librarians, to library software specialists and to catalogers. As a technical services librarian, I am delighted to talk about the system: it's very rare that anyone wants to talk about it beyond, "Why is it down?" and "When will it be back?" I know of several libraries where students have programmed features for the library system and where the projects were put into production upon completion. I would work with students at my own library if any expressed interest.

Finally, a good resource for ideas & advice in programming for libraries is the code4lib mailing list (link in the Sources).
